A deeply committed humanitarian leader dedicated to the communities of the Central Sahel, Yembuani Yves OUOBA has led Association Tin Tua since 2013, guiding it to become a key non-governmental actor in Burkina Faso. Under his leadership, Tin Tua implements community resilience and citizen participation approaches anchored in the "Triple Nexus" framework (Humanitarian, Development, and Peace), placing affected populations at the heart of every intervention.

An expert in operational dynamics across areas facing severe security and humanitarian challenges, Mr. OUOBA works on the frontlines of strategic issues regarding humanitarian access, service continuity, and local governance. In addition to his leadership at Tin Tua, he serves as Vice-President of the Sahel Regional Fund, demonstrating his commitment to driving flexible, context-adapted financing mechanisms that respond directly to the region's complex realities.

With extensive experience in sector coordination and governance—including his former role on the Humanitarian Country Team (HCT) and his facilitation work with the SPONG Humanitarian Thematic Group—he champions the localization of humanitarian aid, accountability to affected communities, and equitable partnerships as the core pillars of his work. Amid growing resource constraints and heightened operational risks, Mr. OUOBA advocates strongly for preserving program quality, strengthening local capacity, and building trust-based partnerships to ensure sustainable, principled humanitarian impact.
