Stine Horn
Stine Horn is currently the Acting director for Humanitarian and Comprehensive Response in Norad. She has broad experience as a diplomat, leader og humanitarian worker, including more than 7 years in the Middle East region. She took up the post as Head of Section for Humanitarian Response as Norad took over the management of Norway’s humanitarian financing and partnerships following Norway’s aid reform in 2024. Prior to this she has worked in the Ministry of Foreign Affairs on humanitarian affairs, Middle Eastern affairs, blended finance, and private sector development, including postings to Beirut. She served as Deputy Director for Oceans and private sector development (2022-2024). Stine also has an operational background from the humanitarian sector. She served as Country Director for Norwegian People’s Aid in Lebanon and regional programs (2015-2019). She has also headed the Department for Development and Partnerships in Norcap – part of the Norwegian Refugee Council. Her educational background is political science, culture, and management, and she speaks French and Arabic.
