Natalia Blanco Guiard is a senior humanitarian professional with over a decade of experience designing and leading impactful programs in complex conflict environments. She has worked extensively across Latin America, the Middle East, and Asia, primarily with the International Committee of the Red Cross (ICRC), bringing a multidisciplinary, collaborative approach to public health engineering,
Natalia holds a master’s in architecture and has completed advanced executive training in leadership and humanitarian blended finance from Lucerne University and IMD. Her fieldwork focused on strengthening critical infrastructure and ensuring the continuity of essential services in protracted urban crises, building sustainable, locally driven solutions that enhance long-term resilience.
Natalia was recently appointed as Policy Advisor at the ICRC, where she plays a strategic role in integrating engineering expertise into the organization’s international humanitarian law (IHL), prevention, and protection efforts, being the ICRC’s thematic expert on the protection of essential services in the conduct of hostilities.
