
Mark Weegmann
Mark is the Start Ready Manager at Start Network, where he oversees a global anticipatory financing mechanism that enables NGOs to act before crises escalate. With extensive experience in risk financing, early warning systems, and humanitarian programme management, he leads efforts to design and refine financial tools – including Start Ready’s innovative risk pooling and insurance mechanisms – to strengthen locally-led humanitarian action. Mark has managed the prepositioning of over USD 12 million annually across nine countries, supporting the expansion of anticipatory action in some of the world’s most climate-vulnerable contexts. He holds an MSc in Risk and Disaster Science from University College London, where he specialised in climate and conflict risk analysis. Mark is passionate about bridging the gap between global models and local realities to build more adaptive, equitable, and data-driven humanitarian systems.
