
Malika Noisette
Malika started her career doing research in nutrition and public health in Paris and in the US. She transitioned to humanitarian work in 2005 and worked several years in Africa with International NGOs (ACF-International, ACTED, GOAL UK) in the management of severe and moderate acute malnutrition in conflict settings to start with, and in strengthening community-based and government early warning mechanisms later on.
She joined the Red Cross Red Cresent Movement in 2013, working as Disaster Risk Management coordinator with the IFRC East Africa Cluster Delegation and transitioned 3 years later to Netherlands Red Cross as Response Preparedness Technical Advisor. During those last 10 years, Malika dedicated most of her time supporting National Societies in responding to disasters, in increasing their preparedness and response capacities and in developing their anticipatory action mechanisms. She also contributed to the development and improvement of global tools and approaches such as Preparedness for Effective Response, Anticipatory Actions approach, contingency planning, emergency needs assessment, emergency operation centers etc.
Since July 2023, Malika works for the IFRC Geneva office as Head of Anticipatory Action with the IFRC-DREF Global team and is responsible for the management and expansion of the Anticipatory Action pillar of the DREF which includes the validation and monitoring of early action protocols and imminent DREF request, ensuring connections and harmonization with the response pillar of the IFRC-DREF, supporting long-term planning for the fund, the development of new approaches for anticipatory action that will improve the Fund’s performance and efficiency, and expanding and reinforcing partnerships with relevant partners and networks.
