Founder and Technical Advisor, CEPAD (Community Empowerment for Peace and Development - West Nile)

Dr. Irene Dawa is a Ugandan humanitarian and development expert with over 15 years of experience working across Africa, the Middle East, Southeast Asia, and the Pacific. She has served in senior technical and advisory roles with the United Nations, international NGOs, and feminist networks, focusing on gender in emergencies,  GBViE, peacebuilding, and conflict prevention. Irene is the Founder and Technical Advisor of Community Empowerment for Peace and Development – West Nile (CEPAD-WN), a women founded and led national NGO in Uganda. She also leads the Feminist Humanitarian Network (FHN) National Platform in Uganda, supporting women-led organisations to design feminist, people-centred responses to gender-based violence and humanitarian crises. Irene has successfully mobilised and managed multi-million dollar gender-focused programmes and has contributed to global dialogues on feminist foreign policy and decolonising humanitarian aid. She holds a Ph.D. in Management Science (Peace and Conflict Prevention) and dual Master’s degrees in Peace and Conflict Studies and International Relations.
