Howard Mollett
Howard Mollett is Head of Humanitarian Policy at CAFOD. He is also on the steering group of Charter4Change coalition which brings together INGOs and local actors working to promote innovation on local leadership and equitable partnership in humanitarian action. He also coleads a Grand Bargain working group on intermediary agencies and modern partnerships, alongside SDC and the Alliance of Ukrainian CSOs. Through this, he works with CAFOD country teams supporting local actor networks advocating for localisation, including through Grand Bargain National Reference Groups to catalyse practical engagement with donor embassies and international agencies on humanitarian system reform. He has a background in work with INGOs supporting RLOs, WROs and analysis on humanitarian access, civil society space and programme quality efforts in Afghanistan, Sudan, DRC and other conflict-affected contexts.
