Emma Gremley

Senior Director for Education, Economic Recovery and Development, International Rescue Committee

Emma Gremley serves as the Senior Director for Education, Economic Recovery and Development at the International Rescue Committee. With over 22 years of experience in leadership and management in international aid, focused largely on education outcomes, she drives program design, delivery, research and evaluation. Her proven track record leading high-performance teams spans 15 countries and specializes in fragile and emergency contexts. 

Most recently, she has become a leading voice in the field of innovative finance in humanitarian contexts, advocating for alternative funding models such as disaster risk financing and parametric insurance to protect essential services like education, and strengthen local systems. Her vision seeks to design for disruption with education systems that are shock-responsive, climate-smart and resilient by default.  

Prior to her role at the IRC, Ms. Gremley held several management posts in the public sector as the Head of Accountability and Results at Foreign Commonwealth and Development Office (FCDO), as well as Senior Education Advisor and Head of the Advisor Hub at the Department for International Development (DFID).

She holds a Masters degree from the University College London in Educational Planning, Economics and International Development, and a Bachelor’s degree in Law.
