Alyoscia D'Onofrio

Vice President & Head of Technical Excellence, International Rescue Committee

Alyoscia D’Onofrio serves as the Vice-President of Technical Excellence at the International Rescue Committee. With over 25 years of experience in leadership and management in international aid and development, his vision is instrumental in designing and supporting the delivery of high-quality, scalable and cost-effective program interventions that generate the greatest impact where it is most needed in the domains of public health, education, economic recovery & development, and violence prevention & response.

 Prior to his role in IRC’s senior leadership, he held several management posts in the Democratic Republic of Congo, Kenya, Bosnia and the United Kingdom. These roles enabled him to deepen his practical engagement in essential service delivery in fragile or recovering states, governance and institution-building, research and evaluation management, program design, business development, funding partnerships.

 Mr. D’Onofrio writes about systems strengthening, optimization and scalability, localization, and the present and future of the humanitarian sector. He has a keen interest in anticipatory action, cash assistance, malnutrition, immunization and contraception  as scalable drivers of effective aid delivery.

He holds a Master’s degree from the University of Sussex in Social and Political Thought and a Bachelor’s degree in International Relations.
