Manager of the Yemen Localisation Initiative (YLI) , Tamdeen Youth Foundation

Abdulqawi coordinates the Yemen Localisation Initiative (YLI), a national coalition of over 70 organisations. He also serves as the Focal Point for the Yemen National Reference Group (NRG), the multi-stakeholder platform for holding the Grand Bargain accountable. He led on the design and launch of the Yemen Localisation Initiative, the Yemen NRG platform, LOCALLiance, Yemen Localisation Lab and other relevant initiatives. 

He has made a major contribution in several policy research proposals including the foundational Measuring Humanitarian 
Localisation in Yemen (2022) report, the development of Yemen Localisation Progress Measurement Framework (LPMF), and sustainability of NGOs in Yemen policy research, tprarol3 of private sector in Yemen Response which have become essential reference points for international humanitarian architecture. Abdulqawi has also contributed to the design and launch of the Yemen NGO Sector Academy, an ambitious new platform dedicated to professionalizing and empowering the local workforce. 

In the last year, Abdulqawi has led 23 advocacy campaigns reaching over 1,200 stakeholders from and co-founded 
LOCALliance. During this he designed and helped contribute to the launch of the "Third Sector" podcast studio, stating "advocacy cannot only happen in closed rooms," becoming a vital platform for Yemeni voices to tell their stories with dignity, shifting the narrative from charity to agency.
