Syria’s Recovery at a Crossroads - Balancing humanitarian needs, long-term Investment and local capacity

22 Oct 2026
Workshop Room 3

Syria’s recovery presents a critical challenge: how to address urgent humanitarian needs while investing in the services, livelihoods and institutions that underpin a sustainable future. Bridging these priorities requires approaches that place Syrian communities and local capacity at the centre of recovery.

This side event will explore how humanitarian assistance, long-term investment and locally led action can reinforce one another. Bringing together perspectives from humanitarian organisations, development actors, donors and Syrian civil society, the discussion will examine practical pathways to restore essential services, create economic opportunities and support safe, voluntary and dignified returns.

The session will address key questions: How can recovery investment reach the communities facing the greatest needs? What partnerships and financing approaches can connect immediate assistance with lasting outcomes? And how can Syrian organisations move from implementing projects to shaping priorities and leading recovery efforts?

Through an exchange of perspectives and practical experience, the event aims to identify opportunities for coordinated, inclusive and accountable action that strengthens local capacity and reduces dependence on humanitarian aid.
