Procurement Under Pressure - Embedding Compliance Without Slowing Delivery
Humanitarian organisations are operating in an increasingly complex environment marked by funding constraints, heightened scrutiny, evolving donor requirements and growing expectations around accountability. Procurement teams are expected to deliver speed, value and transparency while navigating increasingly demanding compliance obligations.
How can the sector maintain strong compliance standards without undermining operational effectiveness? Where is the balance between accountability and agility? And what practical approaches are organisations adopting to manage these competing pressures?
Drawing on experiences from across NGOs, UN agencies, donors, auditors and suppliers, this session will explore how procurement functions are adapting to increasing compliance requirements while continuing to support effective humanitarian response. The discussion will examine topics including risk-based compliance, audit learning, organisational and systemic challenges, reducing duplication, continuous improvement and future collaboration across the sector.
Jointly developed by IAPG & Project HOPE, the session will also reflect on lessons emerging from recent sector engagement and research, including findings highlighted through IAPG's work on humanitarian procurement efficiency, to explore how compliance frameworks can better support, rather than hinder, humanitarian outcomes.
Through practical examples and candid discussion, panellists will identify opportunities to strengthen accountability, reduce unnecessary complexity and build procurement systems that are both compliant and fit for purpose in an increasingly constrained operating environment.
