Financing Locally Led Flood Response - Linking Insurance and Preparedness

Malawi’s vulnerable communities face recurrent severe flooding, fragmented risk information, and uncertain and delayed humanitarian funding. This case study examines an approach to pre-arranged flood financing designed to support locally led response and inform future scale-up. The parametric insurance policy uses satellite rainfall and estimated population impacts, with local data able to verify the trigger. Payouts are divided between immediate response and early recovery, linking finance directly to pre-agreed operational plans. Alongside insurance, the approach incorporates contingency planning, community preparedness, and a risk monitoring platform to strengthen resilience. The policy protects up to 88,000 people. Together, these elements offer a first iteration of a more holistic model for flood financing, while exploring how it can strengthen national systems and enable more locally led action.
