Bridging the First and Last Mile - Strengthening Early Warning Systems in Fragile and Conflict-Affected Settings
This Aidex session on Early warning systems (EWS) in fragile and conflict affected settings will explore how hybrid, community-anchored EWS can address critical gaps in fragile and conflict-affected settings, where formal infrastructure is often weak, disrupted, or inaccessible. Drawing on recent research and global practical experience, the discussion will highlight how trusted local networks supported by both low-tech and digital tools can enable timely anticipatory action and shock-responsive programming, even in environments challenged by misinformation, surveillance risks, and social exclusion. The session will also examine the enabling conditions required for donors and agencies to recognize and invest in these systems as essential public infrastructure, ensuring they are reliable, inclusive, trusted, and safe for all. With 19 of the 25 countries most vulnerable to climate change also classified as fragile or conflict-affected (World Bank, 2023), these contexts represent the ultimate test for the Early Warnings for All (EW4All) initiative and the global commitment to leave no one behind.
