Aligning finance with forecasts: Leveraging risk pooling and insurance for locally-led anticipatory action

Start Ready is an NGO-managed disaster risk financing mechanism that pre-positions funds for local, national, and international civil society organisations to provide communities with protection from modellable climate risks. It operates as a global risk pool, allowing Start Network to use advanced financial modelling to maximise effective fund management – a unique approach to humanitarian pooled funds which enables Start Network to stretch funding and offer greater protection to communities for every dollar invested. Start Network, in collaboration with Aon, has also developed a bespoke insurance product that reinsures Start Ready, adding a crucial layer of protection should the fund be depleted before the year-end. This is the first time a pooled fund focused on anticipatory action has been insured. Start Network layers different financial instruments with Start Ready, such as parametric insurance and rapid response funds, to provide protection against risks of different severities across different timescales.
